In order to further improve the lines of communication and to respond to the concerns between the National VA Council and you our members, I have established a National VA Council Briefing. This NVAC Briefing will bring you the latest news and developments within DVA and provide you with the current status of issues this Council is currently addressing. I believe that this NVAC Briefing will greatly enhance the way in which we communicate and the way in which we share new information, keeping you better informed.

Today, August 23, 2006, is the 3rd day of our contract negotiations in Pittsburgh, PA.
We have discussed Article 2A (new article), on “Management’s Rights”. VA is proposing a management article that tells them what they can do, but does not want to tell them what they cannot do. We also discussed Article 3, “Partnership” and Article 1, “Recognition and Coverage”.
We have not agreed on any articles today. VA will be proposing to negotiate the Mid-Term Bargaining at this session, however, Article 56, “Title 38 Vacancy Announcements” must be on the table prior to negotiating the Mid-Term Bargaining articles.
