order to further improve the lines of communication and to respond to the
concerns between the National VA Council and you our members, I have
established a National VA Council Briefing. This NVAC Briefing will bring you
the latest news and developments within DVA and provide you with the current
status of issues this Council is currently addressing. I believe that this
NVAC Briefing will greatly enhance the way in which we communicate and the way
in which we share new information, keeping you better informed.

President’s
Briefing: Contract
Negotiations (Day 1 & 2) in Kansas City, MO

Today
is the second day of Contract Negotiations in Kansas City, MO.
We have been discussing Article 7, entitled, “Total
Quality Improvement”, with little movement. Management wants to have
any Union participation on Quality teams, etc. to use official time.
They want any participation of the Union on Work Groups to use official time
and NO time will be considered duty time.
One of the reason for this is; if you are not on 100%
official time, you will use all your official time on Work Groups for VA
initiatives and then not have any remaining time left for representation.
This is unacceptable to us!
